如果NTC电阻超出范围： 
 1. 如果配置了NTC降额，LED按照最低降额点输出； 
 2. 如果没有配置NTC降额，led 应由RBIN电阻定义的电流驱动 如果NTC电阻超出范围，则 led 应由RBIN电阻定义的电流驱动,不降功率 
 (If the NTC resistor is lost or its value out is of range(<-40°C || >150°C), then LEDs shall be driven by current defined by binning resistor.)
